submit_orders takes a JSON list, run top to bottom. Each order succeeds or fails on its own with a reason. When cycles run out, the remaining orders that cost cycles fail; free ones still run.
Buildings, units and programs are named by id (city, spore_drones, abundance_protocol) or by display name. Minds are named by designation.
